Annual Action Programme for Montenegro for 2014

Annual Action Programme for Montenegro for 2014 is dealing with the development of democracy, human rights, the rule of law and improvement of different fields of social life. During the negotiation process, it is addressed six fields which need further reform are addressed.

Actions that are focused on democracy and public governance include the reform of public financial management, as an integral part of public administration reform.

The rule of law and fundamental rights support improving the judiciary, the fight against organized crime and corruption, gender equality and prohibition of discrimination.

The objective of the Programme in the environment sector is harmonization of the national legislation and strengthening of the administrative capacity in line with the EU requirements.

The Action Programme will contribute to the sector of innovation and competitiveness, by improving the business environment and support to Montenegro in alignment with the EU acquis related to financial services and internal market.

Actions that will be undertaken in the sector of agriculture and rural development are focused in fishery and veterinary.

Total value of this Programme which is implemented through indirect management is 18,25 million euro (EU contribution is 16,29 million euro, while the national contribution is 1,96 million euro) and it is being realized through twenty-three (23) tender procedures. Main beneficiaries of the Programme are: Ministry of Finance, Ministry of Economy, Ministry of Tourism and Sustainable Development and Ministry of Transport and Maritime Affairs.

Realization of tender procedures is planned during 2016, 2017 and 2018, while implementation of the projects is to be finished until 10 December 2021.
