procedures for procurements for projects financed under EU external aid
programmes are awarded according to strict rules. These help ensuring that
suitably qualified contractors and grant beneficiaries are chosen without bias
and that the best price-quality ratio or the best price is obtained, with the
full transparency appropriate to the use of public funds.
Procedures
established by the European Commission for procurement and award of grants
under the relevant EU external aid programmes are consolidated in this
Practical Guide. Any deviation from PRAG and its annexes requires either derogation
or an exception from the relevant European Commission services in accordance
with internal rules.
These
procurements are done through decentralized/indirect management, which
represents transfer of authority for the management of EU funds to the public
administration, which is preceded by obtaining the confirmation of readiness
(accreditation) by the European Commission.
Calls
for delivering the offers will be published electronically on the website of
the Directorate for Finance and Contracting of the EU Assistance Funds as well
as, in dependence of the type of call, on the official website of the
Delegation of the European Union to Montenegro and on the tender web portal of
the Directorate General of the European Commission for International Cooperation
and Development – Europaid.
